Travel Tips for Northern Ontario

Travelling to Northern Ontario by vehicle requires preparation. There are large distances between communities, often on single-lane highways where you will see nothing but bush. It is very important to gas up in the larger centres, as you can travel hundreds of kilometres without seeing a gas station. Cell service on northern highways can be spotty.

In the winter, it is essential to check weather and highway conditions before travelling — winter driving in the North can be treacherous. Throughout the year, watch for wildlife on the highways. It is not unusual to encounter moose or bears — there are many accidents and fatalities caused by wildlife. Moose do not hibernate, and they are drawn to lick the salt off the highway in winter.

Timmins Courthouse Information

Timmins has two separate court locations, located across the street from one another. It is important to note that there is no Registrar’s office at the Timmins Superior Court. The Registrar’s office for the Superior Court in the District of Cochrane is located at the Cochrane Courthouse. When parties are issuing claims or applications, it is important to specify whether they want the proceeding to take place in Cochrane or Timmins. Neither Timmins courthouse has very much client meeting space.

This is a standalone building with a law library and barrister’s changerooms. There is no counter staff at this building, and unless there is in-person court, the building is locked and you must be buzzed in. Civil, criminal, and family matters are heard here. Court fees cannot be paid at this location.

Both the Ontario Court of Justice and the Superior Court of Justice sit in this one building. This is where the Superior Court Registrar’s office is located for the entire District of Cochrane. Counter staff are available, but filings are expected to be done electronically. This is also the OCJ filing office not just for Cochrane, but for all communities going up Highway 11, including Kapuskasing and Hearst. The courthouse is a historic district courthouse with a law library, barrister’s changerooms, and some areas for client meetings. The accessible entrance is off the parking lot on the right side of the building. The Land Registry Office for the District of Cochrane is also located in Cochrane, next to the courthouse.

Parking — Timmins Courts

There is no parking at the Superior Court on Spruce Street. There is some parking at the 101 Mall where the Ontario Court of Justice is located, but it is often full. The best option for both courts is the large municipal lot at the corner of Spruce Street North and Algonquin Boulevard West — this is paid parking that uses the HotSpot Mobile app. There is usually parking available, but during jury trials the lot fills up quickly, so counsel should plan to arrive early.

There is some on-street parking in front of the Cochrane Courthouse and a small parking lot beside it, though some spaces are reserved for court staff and police. There is no municipal parking lot nearby, so counsel should plan to arrive early or may need to park on a nearby street.

Transportation

Getting to Timmins

Timmins has a municipal airport with several daily flights from Toronto on both Porter Airlines and Air Canada. It is also the airport hub for travelling up the James Bay coast to the fly-in reserves. Timmins has a bus station but does not presently have train service — the province is in the process of restoring train service, and when it is ready, the train station will be based in South Porcupine, just east of Timmins. There is local bus service in Timmins and several taxi companies.

There are several rental car companies in Timmins with kiosks at the airport, but their hours vary. It is important to make arrangements well in advance of travel — you cannot just show up at the Timmins airport or any rental agency and expect a vehicle to be available.

Getting to Cochrane

Cochrane has a municipal airport, but it primarily services private and charter flights, usually en route to the James Bay coast. The closest airport with commercial flights is Timmins. Cochrane has a bus station and a train station that houses the Polar Bear Express to Moosonee. There is no local bus service in Cochrane, with the exception of an accessible transit service, and there is one taxi company. Cochrane has one car rental agency — Enterprise — and it is important to make arrangements well in advance of travel.

Hotels — Timmins

The Holiday Inn on Algonquin Boulevard West is the closest hotel to the courthouses. It has breakfast but does not otherwise have a restaurant — there is a grocery store next to it (Pick of the Crop) that has pre-prepared meals. The Best Western on Airport Road and Cedar Meadows on Norman Street are closest to the Timmins airport. Both have restaurants, and Cedar Meadows has a spa and small cottages available for longer stays.

Hotels — Cochrane

Most counsel stay at either the Best Western Swan Castle Inn or the Comfort Inn, both reasonably close to the courthouse.

Where to Eat

Restaurants — Timmins

There is a Tim Hortons within walking distance of the Timmins courts on Algonquin Boulevard East, with several other locations throughout the city. Downstairs in the 101 Mall where the OCJ is located, the Atomic Cafe serves standard diner fare — on Thursdays they serve authentic Korean dishes which are very popular. Also in downtown Timmins, Lemongrass is a cafe with great ambiance serving handmade sandwiches and desserts, and Ciao has great Italian sandwiches (often with a lineup out the door — get there early). Chain restaurants downtown include Pita Pit and Sushi Shop. For dinner, local restaurants include Cedar Meadows, the Fish Bowl, Osaka Sushi, Sukhdev, and Casey’s. Chain options include East Side Mario’s, Boston Pizza, and Lot 88 Steakhouse.

Restaurants — Cochrane

There is one Tim Hortons in Cochrane on Highway 11, about a five-minute drive from the courthouse. Local restaurants include 49th Parallel Kitchen+Bar, JR BBQ Ranch, and Terry’s Steakhouse. Angel’s Mini-Mart has great pizza and deli sandwiches. Be aware that restaurants in Cochrane may close earlier than in larger centres — check their hours before heading out.
